Defining a theory for discovery

It seems we're starting discoveries across government just about every day. But how are we finishing these discoveries? How do we measure success? Over a 2-year period, I had the opportunity to do deep-dives on the outputs from several discoveries. I’ve experienced and assessed what could be classed as 18 discovery prototypes. In this session I’ll focus on what I’ve learned from these prototypes, discussing the Theory of Change framework as a wrapper and enabler for successful discoveries.
