Regulation of social housing is on the political agenda.

In the crosshairs is the way that housing organisations are managed, what designer Dan Hill calls their 'dark matter' - their culture, context, capability and accountability.

This case study follows the journey of a multi-disciplinary design team at Camden Council looking at housing allocations and outlines a model where policy design expands a project’s scope beyond pure service design toward reconfiguring that dark matter itself - enabling change that is systemic, dynamic and ongoing.
