Navigating ‘dark matter’ - a model for policy design in local government
London Borough of Camden
21 Sep 12:15 — 13:00
About the session
Regulation of social housing is on the political agenda.
In the crosshairs is the way that housing organisations are managed, what designer Dan Hill calls their 'dark matter' - their culture, context, capability and accountability.
This case study follows the journey of a multi-disciplinary design team at Camden Council looking at housing allocations and outlines a model where policy design expands a project’s scope beyond pure service design toward reconfiguring that dark matter itself - enabling change that is systemic, dynamic and ongoing.
In the session we’ll outline our work-in-progress model for policy design at Camden and show what the role looks like in practice through the re-design of our housing allocations service.
LocalGov, policy design.
