Navigating ‘dark matter’ - a model for policy design in local government

This case study follows the journey of a multi-disciplinary design team at Camden Council looking at housing allocations. It uses this to articulate a model for policy design within local government as helping to bring the ‘dark matter’ of the organisation itself into scope.

Starting with placing people at the centre of redesigning both service and policy it sets a path for reconfiguring the organisation itself - the infrastructure, organisation, intent and culture.

Given social housing fast rising up the political agenda, we hope this provides a timely contribution to how we might develop housing services fit for the 21st century.
