Zung and Harriet outline unique challenges such as technical silos and untested solutions and shows how our approach aided the Department for Energy Security and Net Zero in understanding clean heat implementation from various users' perspectives.

Prioritising user needs and prototyping were key to success. We also coached our designers to navigate early policy design complexity and shape the overall scope and budget for digital services.
